All right, the mission to recreate Division 1 football has been left to us, and we have chosen our system. Any team to win an AP or UPI Coaches' title (which began in 1936) is automatically in the new division (all BCS title holders also won one or the other, so that would be redundant.)
That gives us a solid start, with 30 teams having one at least one. To expand the league, each team gets to invite one other team to the dance. The rules are thus: each team gets to pick a plus one. Draft picks are decided by number of AP/UPI titles won (split titles count as .5). Ties are broken by recency of the last title. The draft order is this:
