Fulmer Cup Rules Question

It appears that the Fulmer Cup starts after the MNC game is played.  I think this is a rule that needs corrected.  Looking to the NFL's scheduling rules, shouldn't the 50+ teams who didn't make a bowl be given a jump start on the Fulmer Cup season?  I think this would give the teams with losing records something to strive for during the bowl season.  They could get out there and build a good solid lead before the big boys get in the game.  We got schools like UVA, Rutgers, Duke, Marshall, Texas, UAB, Memphis and Wake Forest who need all the head start they can get before the Alabama, Florida. LSU, Iowa, Missouri, West Virginia and Auburn get in the game.

There needs to be rules to provide parity in the run for the Cup.  These teams need something to get their fanbases excited and drive them towards 2011.  Plus, it's the Xmas season and the winter break is always good time for an assault or DUI on most college campi.
