		<description>#3: The refs *could* have spotted the ball quickly and allowed only ~30 seconds to run off the clock as a result, but they never did. 40 seconds was already close to the norm, even in kneel-down situations - the only time the refs made any attempt to hurry the spot is if the offense is running the hurry-up. In fact, I&#039;m pretty sure I&#039;ve seen at least a couple of kneel-downs that took longer than that.</description>
