The non-stopage out of bounds seems like a much much bigger deal than the 40-second clock. There really is way too much variability in how officials set the ball, and 15 seconds is probably not an unreasonable estimate.</description>

They are still stopping the game clock to move the chains are they not? If so, the new rule would force a play to be run quicker after a first down. I would guess that the average time between the end of a play and the start of the 25 second clock hovers around 15 seconds. So it shouldn&#039;t make any significant difference. The clock continuing to run on out of bounds plays will take more plays away than the forty second clock I think.</description>
