No Mark, this one is for real… remember, Saban needs about 6 guys to leave the team to clear up enough scholarships for the new class. This is number one.

The non-stopage out of bounds seems like a much much bigger deal than the 40-second clock. There really is way too much variability in how officials set the ball, and 15 seconds is probably not an unreasonable estimate.

The non-stoppage on out of bounds is HUGE and would prevent the one avenue other than time outs that a team has to extend the length of a game to make a comeback. Goodbye dramatic, thrilling, ratings increasing, large come from behind victories.

they’re still stopping the game clock on 1st downs, right?

that would seem to be the main driver behind CFB currently having more plays than the NFL. Even if you are in no hurry, you only burn 25 secs versus 40 secs.

that and the NFL is full of 60-70% passers while CFB is full of Reggie Balls.

Assuming all other rules were staying the same as far as clock stoppage I would guess that the average number of plays would remain relatively unchanged. They are still stopping the game clock to move the chains are they not? If so, the new rule would force a play to be run quicker after a first down. I would guess that the average time between the end of a play and the start of the 25 second clock hovers around 15 seconds. So it shouldn’t make any significant difference. The clock continuing to run on out of bounds plays will take more plays away than the forty second clock I think.

My theory:

The 40 second rule will allow the networks to sell more 30-second spots between plays, knowing that, as Orson pointed out, offenses will use all 40 seconds whenever possible.

There may be more or less football, but we can be sure there will be more commercials.

Perhaps the NCAA will provide us with its statistics — you know they have the actual data on average time per play, average time to move the chains, etc. They have it. So where is it published? Anywhere?
