I don’t know that the guy actually knew how to actually spell those words correctly; or perhaps he thinks he IS spelling them correctly. As you can see, he seems to think a police officer posing as a perv would converse in exactly the same format, in all caps. So in summary, as a society we’ve fallen much further than you thought.
