There's an officiating discussion board I visit, and we've had several discussions about players wearing bracelets. The consensus varies depending on whether you've had to work a game with one of these players in it: if you haven't, the answer is "of course he can wear it as long as it's suitably padded", and if you have then the answer is whatever the state office says it is, which is usually that he can wear it regardless of whether it's padded or not.
